Male dog still mounts female?

male rott/lab mix from pound. estimated 8 or 9 months old. was neutored at pound. spring is here and will not leave my female dog alone. is this because he was fixed later. or possibly because he has gotten his groove on before, and its instinct. had a dane/mastiff i fixed right when possible and never did this to the other female i used to have. just curious.
