Cut back the cornus as much as you need, it will stimulate new shoots which will have lovely fresh colours. Yuo could move the bamboo OK as long as you prepare the site where it's to go, so it's not out of the ground for long. Try to get it up with the root ball intact, should be possible after only one year, and water it in well. Keep it moist this summer. Both the plants you mention are very tough!
