What is wrong with my Windows xp OS?

click on start and click on the photo at the top of the start menu. change the picture, it doesn't matter what to...just change it, even changing it to the existing picture is fine...now, the option to Create a new user account is visible on the top left in the section "related tasks". hope this helps you somewhat. good luck.
